Terms of Reference

RIC Work Plan

Purpose

The Prince Albert Regional Intersectoral Committee will work collectively to foster and support an integrated approach to the planning and delivery of human services across sectors in response to the needs of children, youth, families, and individuals within the region.

Membership

The Prince Albert Regional Intersectoral Committee shall include representation from:

  • Prince Albert Parkland Health Region
  • Saskatchewan Rivers School Division
  • Sask. Corrections & Public Safety
  • Prince Albert Housing Authority
  • SIAST Woodland Campus
  • Young Offenders Program
  • Career & Employment Services
  • Prince Albert Grand Council
  • Prince Albert Catholic School Division
  • Prince Albert Crime Reduction & Youth Justice Initiative
  • Prince Albert Police Service
  • Prince Albert Metis Nation
  • Human Resources Centre of Canada
  • City of Prince Albert
  • Ministry of Education

The Prince Albert Regional Intersectoral Committee may add members as it deems appropriate.

The Prince Albert Regional Intersectoral Committee Coordinator is an ex-officio member.

The Co-Chairs are determined as elected by the Regional Intersectoral Committee.

The Co-Chairs of the Executive are the Co-Chairs of the Regional Intersectoral Committee.

The Executive Committee of the Prince Albert Regional Intersectoral Committee shall consist of all line departments.

The Prince Albert Regional Regional Intersectoral Committee will develop working committees as it deems appropriate.

With the exception of the Executive Committee, membership of the committees of the RIC will be appointed.

Membership of the committees will reflect the focus of the committee and will vary accordingly as considered appropriate by the Prince Albert Regional Intersectoral Committee.

The Coordinator will be an ex-officio member of all committees.

At present the Prince Albert Regional Intersectoral Committee committee affiliations consist of:

  • Housing & Homelessness
  • Youth Justice & Crime Reduction
  • Grant Review Committee
  • Together We are Better – Health, Community & Education
  • Food Security
  • Cognitive Disabilities
  • Community Networking Coalition
  • I Wrap Training Team

Roles and Responsibilities

To promote and support local and regional developments in relation to key government and community services.

To develop submissions to government in regards to local and regional perspectives on issues identified by the RIC or the government.

To share and maintain current information about government’s key human service initiatives and committee members’ key directions, activities and work plans.

To promote, coordinate, and develop integrative and collaborative human service strategies which reduce barriers and better respond to needs of individuals, families and communities. To develop and support interagency committees and facilitate involvement of community agencies, non-government and/or government partners.

To develop, promote and support a community development and community ownership approach to the provision of integrated human services.

To strengthen linkages and facilitate partnerships between RIC membership, other organizations and community members within the region which incorporate an integrated approach to identified needs.

To develop and sustain a communication strategy with the Prince Albert Regional Intersectoral Committee and a bilateral strategy with other intersectoral and interagency committees at the local, regional and provincial levels.

To develop a common vision and identify priority populations and issues as they relate to the provision of integrated human services.

To promote, administer and evaluate the community grants available within the region under Saskatchewan’s Action Plan for Children and other centrally designated intersectoral initiatives.

To maintain accountability relationships with the HIS Forum through established feedback vehicles such as the submission of regional workplans and participation in provincial forums.

To provide overall management of the Prince Albert Regional Intersectoral Committee Coordinator position.

Committee Meetings

The Prince Albert Regional Intersectoral Committee will normally meet five times a year or on an as needs basis as called by the Executive. Executive will meet on alternate months.

Boundaries

The Prince Albert Regional Intersectoral Committee will operate within the boundaries as set out by the HIS Forum.

Review

These terms of reference will be reviewed periodically as required.
